Coordinated controls in fight against Norway’s shadow economy

In Norway staff from six different authorities have gathered in joint offices in Oslo, Bergen and Stavanger to fight the shadow economy. Building sites and other workplaces have been targeted in coordinated operations by 120 investigators. The results have been good so far. The operations run alongside campaigns against undeclared work and have had broad media coverage.

The Nordic countries are leading the way when it comes to the inclusion of refugees, says the OECD’s Thomas Liebig. He holds up the unique structural introduction programmes as one example. The problem is that not many find work after finishing the programme. We went to North Sweden to see how a small municipality is dealing with the challenges. We have looked at apprenticeship systems in Norway, Denmark and Finland to see what works, and we met Finnish youths who have been given a new chance through the youth guarantee.
